ID 428973 - [S] To Premiere: Clips should start at the middle of the available media rather than the beginning

Problem summary
Premiere clips in the timeline currently start at the beginning of the available media. They should start at the middle of the available media so editors can modify the timing from both sides of the clip.

Steps to reproduce
1) Publish a Sequence Revision from Flix to Premiere.

Expected behaviour
Clips in the Premiere timeline start at the middle of the available media

Actual behaviour
Clips in the Premiere timeline start at the beginning of the available media
