Problem summary
When the Modo layout is duplicated the buttons above the Items list disappear.

Steps to reproduce

1) Open Modo and go to the Modo layout.

2) Go to Layout > New... enter a name for the layout and enable As Copy of Current Layout, then press OK.

3) Go to the newly created layout and notice that the buttons above the Items list are no longer present.

Expected behaviour
The layout should be the same as the Modo layout.

Actual behaviour
The buttons above the Items list are missing.

Workaround
Unknown.
