ID 428556 - To Premiere: Random unpublished panels are sometimes offline in the XML and not downloaded to publish directory

Problem summary

Publishing to Premiere sometimes results in panels not published before to not be included in the XML.

Steps to reproduce

Note: this is and intermittent issue

1) Have your preferred editorial application set to Premiere.

2) Publish a Sequence Revision to Premiere. Some panels which have not been published before are sometimes not included in the XML.

Expected behaviour
All new/amended panels should have been included in the publish.

Actual behaviour
Not all expected panels are downloaded and included in the XML.

Workaround
Prior to each publish, use the Compare Tool to compare the Sequence Revision you want to publish, with the last published Revision. In conjunction with this, use the Published filter to check if there are any new/amended panels wrongly marked as published. Version these panels up, then publish to Premiere.
