Panels sent to editorial then revised in SBP will maintain their 'published' status even after being correctly versioned up during SBP re-import to Flix.

Steps to reproduce
1) Perform an initial import from SBP
2) Publish to editorial (Avid or Premiere)
3) In SBP, make a change to one of the panels
4) Perform a 2nd import from SBP (-> this will version up 1 panel)
5) Publish to editorial (same as in step 2)
Expected behaviour
Contact sheet, email, and XML/AAF all indicate a single panel was not published
Actual behaviour
Contact sheet, email, and XML/AAF all indicate all panels were previously published
Workaround
Version up revised panels in Flix before publishing to editorial
