Problem summary
If the Avid preference to "Send Animated Panels as Stills" is set as ON and enforced at Studio or Show level, the Avid publisher will fail

Steps to Reproduce
1) Enforce the "Send Animated Panels as Stills" preference at the Studio or Show level
2) Publish a Sequence Revision to Avid
Expected behaviour
Avid publish is successful
Actual behaviour
Avid publish fails with the following error on the server side:
ERRO[0294] SequenceController.PublishSequenceRevisionHandler: could not decode request body error="json: cannot unmarshal string into Go struct field .render_anim of type bool"
Workaround
Do not enforce the "Send Animated Panels as Stills" preference at the Studio or Show level, but ensure the users responsible for publishes have the correct preference set in their User Preferences
