Steps to reproduce

1) Download and open the attached scene file.
2) Press Ctrl + 1 keys to toggle the pie menu and select 'Toggle Lights'. Notice that the lights turn on.
3) Now press the Ctrl + 1 keys to toggle the pie menu and select 'Toggle Lights' again. Notice that the lights don't turn off.

Expected behaviour

The lights should turn off.

Actual behaviour
The lights don't turn off.
