Steps to reproduce

1) Download the attached screen recording and background image.
2) Follow the steps shown in the attached video.
3) Notice that the "Match to Background" option is giving the wrong scale.

Expected behaviour
The background scale should be correct.

Actual behaviour
The background scale is incorrect.

Workaround
Unknown.
