Arc Tool does not respect symmetry.

Steps to reproduce

1) Open Modo and enable Symmetry.
2) Select the Arc tool and click and drag in the 3D viewport, somewhere that isn't the origin. Notice that only one arc is created.

Expected behaviour

Two arcs should be created.

Actual behaviour
One arc is created.

Workaround

You should be able to workaround this by using the mirror tool.
