Action center "local" incorrectly modifying radial selection

Steps to reproduce
1) Open attached Modo scene and focus on mesh
2) Change to Edge Mode and select edges
3) Set Action Center to Local (shortcut key "ALT+X")
4) Scale edges using anything but the blue plane circular handle (shortcut key "R")
Expected behaviour
When the Action Center is set to Local it should affect all selected Edges
Actual behaviour
When scaling edges in a mesh with the Action Center set to Local it is only affecting the last selected Edge and it's affecting one but not all.
Workaround
Using the blue plane circular handle to scale appears to work correctly
