Problem summary
Importing into Modo from Character Creator 3 doesn't create a normalizing folder and won't assign the transform effectors under it during import.

Steps to reproduce
1) Download and import the attached scene file.
2) Notice that a normalizing folder isn't created.
Expected behaviour
It should import with normalized weighting between all joints.
Actual behaviour
Wonky inherited deformation on each joint when rotating the joints parent.
Workaround
Select all joints and add them to a Normalizing Folder
