Publishing right after uploading a large number of panels creates wrong PDFs

Steps to reproduce

1) Upload a large number of panels, at least 100

2) Publish the sequence as soon as you can

3)

Expected behaviour

Publish should create a PDF file with all the panels fully populated with images. and 2 AAF files

Actual behaviour

PDF is created with some blank panels (which are still processing).

Workaround
Wait a few minutes after uploading a large number of images before clicking on the publish button.
