Problem summary
When a mesh in an fbx file contains multiple selection sets, later selection sets overwrite (or clear) selections in earlier sets when loading the scene.

Steps to reproduce
1) Download and open the attached scene file.
2) Go to the Select tab and select Selection Sets
3) Set Quick Select to Caps and notice both the caps are selected.
4) Now set the Quick Select to Both, notice that the caps are no longer selected.
Expected behaviour
They should both be selected.
Actual behaviour
A later selection set cleared the caps of the cylinder in the previous selection set.
Workaround
Unknown.
