Problem summary
Convergence Target doesn't work when using Render Animation in the Preview Viewport.

Steps to reproduce
1) Download and open the attached scene file.
2) Go to the Render layout and select Options > Render Animation.
3) Set the render time to 0.01 and Convergence Target to 0% and render frames 1-12.
Expected behaviour
You should be able to set a shorter render time for the entire animation.
Actual behaviour
You're unable to affect the render time when using the Covergence Target and Time Fields.
