Steps to reproduce

1) Open a sequence with at least 2 panels

2) Click on one of the panels and move the mouse cursor out from the panel browser. For example move it over the dialogue.

3) Try to use the arrow keys to move through the panels

Expected behaviour

The selected panel should change from one panel to the next regardless of mouse position.

Actual behaviour

The selected panel doesn't change

Workaround

Make sure the mouse cursor is on top of the panel browser before stepping through with the arrow keys.
