Problem summary
Soft Selection falloff doesn't work correctly on meshes using Morph Influences if Enable Deformer is disabled.

Steps to reproduce
1) Download and open the attached scene file.
2) Select four of the morphed polygons.
3) Enable Soft Selection and move the polygons.
4) Disable Soft Selection and select four polygons on a different side of the mesh.
5) Press the "O" key to open the Viewport Properties and disable the Enable Deformers option.
6) Re-enable Soft Selection and try and move the polygons, notice that it's moving the previously selected faces.
Expected behaviour
The selected polygons should be moved, not the previously selected.
Actual behaviour
The previously selected polygons are transformed, not the current selection.
Workaround
Unknown.
