ID 366059 - [C] UI: Paste tool is disabled when the Sequence Revision is empty

In a new clean Revision, the paste tool in the UI will be disabled even if there are panels in the clipboard ready to be pasted in. 

 

Steps to reproduce
1) Go to a Sequence Revision and select a panel/some panels.
2) Copy or cut the panel(s).
3) Navigate back to the Revision browser.
4) Click on + CLEAN VERSION to create an empty Revision.

Expected behaviour
Paste tool should be enabled. 

Actual outcome
Paste tool is disabled. Clicking on it will however successfully paste the panel(s)
