Steps to reproduce
1) Launch Modo and create a cube primitive with multiple segments.
2) Select the edges at the top of the mesh

3) Activate Falloff > Linear 

​
4) Open the Tool Properties and choose Symmetric > Start or End

​
5) Linear Falloff tool guides extend outside the mesh rather than center on the mesh.

Expected behaviour
Tool guides should center on the mesh with the selected edges.
Actual behaviour
Tool guides extend away from the mesh rather that center the tool.
Workaround
Drop and and re-select the Linear Falloff and Move tools.
