Problem summary
Specular Tint doesn't work for black or dark colors.

Steps to reproduce
1) Open Modo and create a simple sphere.
2) Create a new material, assign it to the Sphere, and set the Color to black.
3) Select the newly created material item in the Shader Tree and inside its properties set the Shading Model to Principled.
4) Change the Specular Tint value and notice that it has no effect.
Expected behaviour
The object should become tinted.
Actual behaviour
Specular Tint doesn't have any effect on the object.
