Problem summary
Dialogue on panels being brought back from Avid will not be relinked if those panels aren't present in the latest sequence revision before the publish back from Avid.

Steps to reproduce
1) Have an unpublished sequence revision with two panels, both with dialogue.

2) Publish this to Avid.
3) In Flix, delete one of the two panels and save the revision.

4) In Avid, import the AAF Flix generated, change the timing for the panels, then publish back to Flix.

Expected behaviour
Both panels that reconformed should have dialogue on them.
Actual behaviour
The panel deleted in the revision prior to the publish back from Avid doesn't have dialogue.
