Problem summary
The knob for "never check for updated files" is missing from Preferences... > Localization.

Adding  LocalizationUpdateNever true to the .nuke/preferences<NukeVersion>.nk file doesn't prevent Nuke from scanning for files when opening a project.

Customer reported version
nuke.12.2v2

Customer reported platform
windows10

Steps to reproduce

1) In Nuke, open the Preferences and select Localization.

2) View the Network section for the "never check for updates" knob.

To check the knob is working:

1) Open Nuke Studio and open the project /netshare/support/tickets/\slowProject/SlowProject_v004_localisationTesting.hrox

2) In Edit>Preferences...>Performance>Localization set the auto-localise from path to your mount to the netshare drive in increase the storage limit to 60

3)  Press OK and wait for the project to localize

4) Once the project has localized, close Nuke Studio.

5) Add  LocalizationUpdateNever true to your .nuke/preferences<NukeVersion>.nk file

5) Re-open Nuke Studio and open the project, it will now hang after opening as all the files are being checked, even with the hidden knob enabled.

Expected behavior
The never check for updates knob should be available.

Actual behavior
The never check for updates knob is missing from the Preferences...>Localization network area.
