Problem summary
Overlapping images in the Image Manager cannot be detached

Steps to reproduce
1) Open any project
2) Open the Image Manager and import multiple images
3) Drag one of the images over the other
4) Deselect the image
5) Attempt to drag the image back
Expected behaviour
The images should not be allowed to become overlapped, the position should shift to adjust or it should allow you to only 'pick' the top image.
Actual behaviour
Images can be overlapped and the UI does not adjust to allow you to rearrange the position of images. Overlapping images are permanently attached.
