Problem summary
Flix needs to transform smart quotes to dumb quotes in panels dialogue, otherwise the quotes create unexpected formatting, for example in Avid when using Timecode effect to display the dialogue on panels.

Steps to reproduce
1. In Flix, create a one-panel sequence revision. On this panel, enter this exact dialogue line:
this “is” a ‘test’
2. Publish this to Avid.
3. In Avid, add a track on top of the automatically generated Flix sequence, and add a Timecode Burn-In effect on it. In Display 1, choose "Source Bin Column" from the first dropdown, "Custom Property" from the third dropdown, and write flix_dialogue in the box underneath the third dropdown.
Expected behaviour
Dialogue is displayed normally on the panel.
All smart quotes, both single and double, should have been converted to dumb quotes by Flix, either at publish time, or the moment the dialogue was saved in Flix.
Actual behaviour
The formatting on the dialogue is messed up because of the left and right single quotes. The default when entering quotes in the dialogue is for Flix to use dumb quotes, but if the dialogue is pasted from somewhere that had a smart quote, this will be kept as such.
Workaround
Instead of using the Timecode effect, make sure to tick the "Generate Dialogue File" at publish time, so you can use the SubCap effect in Avid to display the dialogue on panels.
