ID 458357 - Duplicated panel that's originally from SBP should have all the layers when conforming back to SBP

Problem summary
Panels from SBP which have been duplicated/reused in Flix or in Editorial lose their SBP metadata, resulting in flattened images when reconforming to SBP.

Steps to reproduce
1. Have 1 panel in SBP with 3 layers, and send this to Flix.
2a. Duplicate the panel from within the panel browser.
              OR (end result will be the same)
2b. Send this to Avid, duplicate the panel there, then send it back to Flix.
3. Reconform the two panel Sequence back to SBP.
 
Expected behaviour
Both panels should be identical, have all the 3 layers.
I know we can't send layered PSDs to SBP, but in this case SBP already has this artwork, so there should be a way to bypass the layers issue for this scenario.
 
Actual behaviour
The original panel reconforms and has all 3 layers, while the duplicate is a flat single layer.
