Problem summary

When you open a panel in Photoshop and you have the Open in Layer Comps or TImeline option set in your preferences, the panel will open with an extra empty Background layer

Steps to reproduce
1) Import a flag jpeg in a sequence revision
2) Ensure your Photoshop preference is set to either Open in Layer Comps or Open in Timeline
3)Double click on the panel to open in Photoshop
 
Expected behaviour
  • Panel opens as a PSD, with a single layer in the Layer Stack (and corresponding Layer Comp or Timeline Frame)
Actual behaviour
  • Panel opens as a PSD, with the expected image layer AND a locked Background layer below it, which is selected (therefore forcing the user to go to the next layer *before* working on it)
