Problem summary
Retiming a clip on an odd number frame, relative to the clip, results on the exported retime being offset

Steps to reproduce
1) Open Nuke Studio
2) Import an image sequence and add it to the start of the timeline, so the clip starts on frame 0
3) Move the timeline playback head to an odd frame, like frame 19
4) Right click the clip>Editorial>Retime...
5) Set Rate (%) to 20% and Method to Anchor current frame
6) Right click the clip>Export...
7) In the export dialog, us the default Transcode Shots DPX preset, in Handles enable Apply Retimes, and then Export the clip
8) Right click the clip>Build Track>From Export Tag and in the dialog, press Build.
9) Compare the imported clip to the original clip, the retime is out of sync.

Expected behaviour
For the exported retime to match the original one
Actual behaviour
The retimed footage is out of sync
Workaround
Only anchor from even frames on the clip.
