Menus non-functional until first viewport click

Steps to reproduce

1) Remove config files and launch Modo, or launch safe mode.
2) Dismiss the Automatic Update Preferences dialogue

3) Select any menu items, for example, Help > About Modo. The menu selection will be ignored.

Expected behaviour
The menu should be opened.

Actual behaviour
Nothing happens.

Workaround
Click inside the viewport and then make a menu selection.
