Problem summary Resizing some palettes will cause temporary drawing artifacts and lag as they are scaled. This issue is most noticeable with the Color palette, but can also be seen with the Tool Properties and Painting palettes.

Steps to reproduce
1) Open the Color palette
2) Scale the palette window in any direction
Expected behaviour The palette should scale smoothly.
Actual behaviour Palette scaling lags and temporary drawing artifacts can be seen.
Workaround Unknown.
