Problem summary
No panels showing in Related section under ref panels unless the ref is a revision of a Flix panel.

Panel 957 is an Animatte composite of two Flix panels that have been duplicated in Avid; it should show at least one of the two panels as related but neither one is there. 



Panel 955 is a composite also created using the Animatte effect, this time using a png imported into Avid directly, and a Flix panel; it should at least show the Flix panel as related, but it doesn't.


Panel 956-2 is also a composite of two Flix panels, but this panel has been read by Flix as a revision of an existing panel (-2), and it correctly shows which panel is related to it, as well as the revisions history.

Steps to reproduce
1) Have a Flix sequence revision with 3 panels and publish this to Avid.

2) In Avid, add track V2 and put two copies of one of the three panels on top of the other two. Add an effect to those copies which will show the panels underneath. 


3) Export an AAF of this sequence and publish it back to Flix

Expected behaviour
There should be 2 panels in Flix with new IDs (because they're copies). There should also be two ref panels, which show at least one panel as related.

Actual behaviour
One of the refs has the new ID, and no related panels under it. The other ref kept the ID, is versioned up, and shows the previous version of the panel as related.
