Config defined uservalue default is not respected.

Steps to reproduce
1) Download the attached defaults_bad.cfg file.

2) Open Modo and select File > Config import.

3) Select System > Form Editor, then select Create > New Form and name it "AAA"


4) Find the created form and Select (new control) > Add Command and enter the following:

user.value my.true ?
5) Select (new control) > Add Command again and enter the following:
user.value my.false ?
6) Select the AAA form and then at the top right select Preview Form notice that both fields are disabled by default.

Expected behaviour
The fields should match the default value in the config.

Actual behaviour
The user values don't respect the default config.
