Problem summary
Increasing Environment Light Resolution does not improve reflection quality

Steps to reproduce
1) Open any project
2) Create and view a Principled BRDF Shader. Set Metallic = 1.0 and Roughness = 0.0
3) Set Lighting to Full by pressing [F3]
4) In the Lights Palette, click the Environment Light and ensure Environment > General > On is ticked
5) Select one of the default HDRIs in the Environment > Texture > Image property
6) Increase the Environment > Texture > Resolution property from 64 to 512 and observe the quality of the reflections on the Object
Expected behaviour
As Resolution is increased, the quality of reflections should improve.
Actual behaviour
Changing the Resolution has no effect on the quality of the reflections.
