Polygon Reduce causes holes and overlapping faces.

Steps to reproduce
1) Launch Modo.
2) Open customer provided scene and select the provided .bmp file when prompted.
3) Go to the Polygon tool tab.
4) Pick up the Polygon Reduction Tool.
5) Note that when you hold the left mouse button and move the cursor to the right Modo will become unresponsive for close to a minute and as the polygon count lowers holes will appear in the mesh.
6) Behavior also occurs when you manually set the reduction number in tool properties.
Expected behaviour
The tool should reduce the polygon count without causing unresponsiveness or holes in the mesh.
Actual behaviour
The tool causes unresponsiveness or holes in the mesh.
