Floating Properties windows can appear behind other floating panes/windows.

Steps to reproduce
1) In Nuke, right-click the Node Graph tab and select Float Tab.
2) In the Properties panel, enable the lock icon to prevent Node properties from opening in the bin.
3) In the Node Graph, create a Group node and observe the behavior of the window.
4) Create any other node (Grade, Transform, Roto, etc) and observe it's window behavior.

Expected behavior
The Properties window/panels should appear in the foreground of all windows/panes/panels.

Actual behavior
The Properties of the Group/LiveGroup/Gizmo nodes disappears behind other panels when focus is lost.

Workaround
Closing the initial panel that appears and re-opening the specific Node property window sometimes allows it to sit on top.
