ID 494515 - [C] Compare Tool will mark panels with changed durations as "new"

Problem summary
The Compare tool will consider as "new" panels that changed duration between the two revisions in comparison. Only actual new panels should be marked as such, i.e. entirely new panels or new panel revisions.

Steps to reproduce
1) Import 2 panels in a clean sequence revision and save.
2) Change the duration of one of the two panels and save.
3) Compare the two revisions.

Expected behaviour
Compare Tool notifies the user that the same panels are present in both revisions.
Note: Ignoring this bug, when comparing two revisions that had no new nor removed panels, but where maybe dialogue or panel order has changed, the Compare Tool currently notifies the user that the two revisions are identical. This is not ideal as they are NOT in fact identical, but rather the panels present are the same. This problem may be tackled separately from the bug fix itself.

Actual behaviour
The panel whose duration was changed is highlighted as new.
