Problem summary
When trying to drag a panel to the end of the sequence, autoscrolling is really fiddly to trigger. As soon as the cursor holding the panel is just below the line between the last row of panels, autoscroll starts, but as soon as the cursor goes beyond the Flix Client threshold, the scrolling stops.
Scrolling should go faster when the cursor holding the dragged panel goes beyond the Client border, not stop.

Steps to reproduce
1) Have a sequence revision with at least 80 panels to allow for space to drag.
2) Try to drag a panel in the first row of the Panel Browser all the way to the end of the sequence revision.
Expected behaviour
As soon as the cursor holding the panel goes past the last row of panels and reaches the bottom of the UI, scrolling towards the bottom starts, and it goes faster the further away from the bottom of the UI the cursor is. Scrolling doesn't stop until the cursor is above the UI threshold.
Actual behaviour
For scrolling to happen, the cursor holding the panel needs to be just between the last row of viewable panels and the Client UI threshold. This makes it really tedious to do something that should work smoothly.
