Problem summary
UV island incorrectly reattaches after using Ctrl + Shift to UV tear.

Steps to reproduce
1) Launch Modo.
2) Create a cube.
3) Go to UV layout and unwrap the cube.
4) Select Polygon mode and click on one of the polygons in the UV viewport.
5) Press W to pick up the move tool.
6) In tool properties enable Tear Off.
7) Hold Shift+Control and drag one of the tool handles to tear away the island.
8) Release Shift and Control.
9) Drag one of the move tool handles again.
10) Note that the island reattaches.
Expected behaviour
The island should not be reattached.
Actual behaviour
The island reattaches to the rest of the UV.
Workaround
