Problem summary
Localize > Sequence/Track/Shot does not localize if the Preferences > Localization mode knob is set to manual.

Steps to reproduce
1) In Nuke Studio/Hiero, import a clip to the Project bin.
2) Open Edit > Preferences... > Localization (Shift+S) and set the mode knob to "manual" and press OK to save the settings.
3) Drag the clip to the timeline to create a sequence.
4) Right-click the shot and select Localize > Shot, observing any localization changes.
Expected behavior
The shot should be localized when selecting Localize > Sequence/Track/Shot.
Actual behavior
When manual mode is set in Preferences > Localization, the Sequence/Track/Shot is not localized. The localization policy knob changes to ON as expected, but the file is not actually updated.
Workaround
Setting the Preferences > Localization mode knob to 'On' allows the files to localize correctly when using Localize > Sequence/Track/Shot.
