Config Export does not save all changes made in the preferences.

Steps to reproduce
 
1 ) Launch Modo. 

2 ) Go to System > Preferences > File I/O > PBR Defaults.

3 ) Change the enabled options.
 
4 ) Go to File > Config Export.
 
5 ) Name the export as desired and save to an easy to find location.
 
6 ) When prompted choose the fragment to be Preferences and click OK.
 
7 ) Close Modo. 
 
8 ) Go to C:/Users/{userfolder}/App Data/ and delete the Luxology Folder. 
 
9 ) Re-launch Modo.
 
10 ) Go to File > Config Import then choose the config fragment you have just created.
 
11 ) Go to System > Preferences > File I/O > PBR Defaults and note that the changes did not carry over as expected.
 
Expected behaviour
All preference changes should be exported with the config fragment.
 
Actual behaviour
Not all changes are exported.
