Problem summary
Bind rig exported from an external application doesn't work correctly inside of Modo.

Steps to reproduce
1) Download the attached files and open the FBX file inside of Modo.
2) Inside of the 3D viewport go to the hands of the mesh and notice that the joints haven't been bound correctly.
3) Open the fbx in another 3D software such as Blender or Maya and notice that it binds as expected.
Expected behaviour
The rig should be appear the same in Modo as other 3D applications.
Actual behaviour
The rig is not imported correctly.
