Problem summary
[Windows] Localized files reload after launching Nuke when localization is from an exFAT formatted drive.

Steps to reproduce
1) In Nuke, open the Preferences and goto Localization.
2) Add a path for localize to for an external exFAT formatted drive.
3) Add a path to localize from.
4) Save the preferences, then add a Read node in the Node Graph.
5) Observe as a green bar is created after localization completes.
6) Save the script and close Nuke.
7) Relaunch Nuke and load the previous script, observing the localization bar on any Read nodes.

Expected behavior
The localization bar should remain green and not reload the files for each Read node.
Actual behavior
Localization refreshes for each Read node in the reopened script after a fresh launch of Nuke when the localized files are from an exFAT formatted drive.
Workaround
Having an NTFS or FAT32 formatted drive does not have the issue occur when loading localized files.
