The Publish to Editorial button sometimes looks enabled but does not trigger the publish when clicked

Steps to reproduce Note: Unfortunately this is an intermittent issue and cannot be reproduced consistently; the below steps have reproduced the issue more often than others:
1) Open Flix for the first time that day
2) Go to a sequence revision
3) Click on the Publish to Editorial button
Expected behaviour
Publish modal should pop up
Actual behaviour
Publish modal doens't appear
Workaround
Reloading the Client resolves this issue immediately. To reload, go to View > Reload or use the shortcut Ctrl/cmd+Shift+R
