Steps to reproduce
 
1) Launch Modo.

2) Create a mesh primitive.

3) Pick up the move tool and an offset the mesh from the center of the workplane.
 
4) Go to Duplicate tools and select Mirror.
 
5) In the tool properties set all positions to 0.
 
6) Right-click anywhere in the viewport.
 
7) Observe that the mirror will occur at the point of clicking in the viewport rather than at the specified position set in properties.
 
Expected behaviour
Upon clicking in the viewport the mirroring should occur at the point set in tool properties.
 
Actual behaviour
The mirroring occurs at the point that cursor clicks in the viewport.
 
Workaround
After setting the position you can click Apply in the tool properties to initiate the mirror duplication at the correct position.
