Problem summary
Enabling use video legal range in the Monitor Out settings does not work with 10 bit RGB 4:4:4 outputs.
This was tested on CentOS 7 with a AJA Kona 5 device.

Steps to reproduce
1) Open Nuke.
2) Create a ColorWheel node and connect it to the Viewer.
3) Open the Monitor Out settings (Edit > Project Settings > MonitorOut tab).
4) Check Enable Monitor Out and select the monitor out card from the Device dropdown.
5) Set the Pixel Format to 10 bit RGB 4:4:4.
6) Toggle the Use Video Legal Range knob.
Expected behaviour
Enabling use video legal range in the Monitor Out settings should update the image on the output device.
Actual behaviour
Enabling use video legal range in the Monitor Out settings does not work with 10 bit RGB 4:4:4 outputs.
