ID 519635 - Export: QuickTime results in panels out of order

Problem summary
Exporting a QuickTime from a sequence revision whose panel IDs are moved around will result in the export being in the wrong order.

Steps to reproduce
1) Import at least two images into a clean sequence revision to create two panels
2) Save the sequence revision
3) Reorder the panels
4) Save the sequence revision
5) Export the panels as a QuickTime
 
Expected behaviour
Panels in the QT are in the order they are in the sequence revision I am exporting from
 
Actual behaviour
Panels in the QT are in the order they were in when they were initially imported

This bug has been reproduced in:
6.4.1 - Windows 10 Client - CentOS 7 Server
6.4.0 - Windows 10 Client - CentOS 7 Server
 
Unable to reproduce bug in:
6.3.7 - Windows 10 Client - CentOS 7 Server
 
Earliest version tested
6.3.7 - This issue doesn't appear in this version and has regressed
