Creating Annotations on multiple panels at the same time can cause errors

Steps to reproduce
1) Create a new sequence with 12 panels
2) Select all panels and use the annotation tool on them
Expected behaviour
If multiple panels are selected, the annotation tool should be disabled as Flix does not currently support multiple panels annotation workflow.
Actual behaviour
The transfer-util tries to save the annotations before all the annotations are available on disk and fails on at least one of them. Flix 6.4.1 does not allow a sequence with such an annotation to be saved. Flix 6.3.7 fails 'silently' - it allows the sequence to be saved, but at least 1 panel has a broken annotation. If Flix is upgraded to 6.4.1 and has a revision with a broken panel annotation, it won't allow the revision to be saved.
Workaround
Annotate panels one by one. It is possible to annotate multiple panels at the same time (up to 7) but it is possible for that annotation to fail.
