Steps to reproduce
 
1) Download the attached scene file.

2) Select File > Save As... and set the Save as type to FBX and save it out.

3) Open a new scene file, and select File > Import and import the FBX. Notice that the bone deformations are imported incorrectly.

 
Expected behaviour
The bone deformations should remain intact.
 
Actual behaviour
The bone deformations are broken when the FBX is imported.

Unknown.

Unable to reproduce bug in:
15.0v3 - Windows 10, macOS 11.7

15.0v3 - This issue doesn't appear in this version and has regressed.
