ID 481557 - [Hd Delegates] areaNormalize not working as expected with USDLuxLights in the Prman Render Delegate

Problem summary:

A test scene from houdini had the 'Normalize Power' option enabled on USDLuxLights (enables the user to resize lights without the light Intensity being effected). In Katana with imported USD lights (cylinder, disk, sphere, rect) the   'normalize' feature is not working in the Prman Render Delegate  because the 'areaNormalize' is not working. The lights intensity is blown out in the viewer.  Arnold is working correctly and is respecting the 'normalize' applied to the lights. To compare what is expected switch over to the Arnold render delegate

Steps to reproduce:

1.Open the project 'kitchenset_renderdelegates_withNormalize.katana'. ZIp folder can be pulled down from kitchenSet_arnold_prman_3delight(2).zip or google share in the comments
2, Switch off 'default lighting' and 'basic material' in the viewer options

3. Hit 'J and go to 'TestA'

4. Expand all from the root

4 With the Prman render delegate enabled view from the 'cylinderLight1'

5. Note the blown out lighting



Expected behaviour:

The 'areaNormalize' should work for any lights it is enabled on and the light intensity in the viewer should be as expected

Actual behaviour:
The 'areaNormalize' isnt working

Workaround:
No known workaround.
