Steps to reproduce
 
1) Download and open the attached scene file.

2) Enable Make Inactive Same as Active.

3) Once the scene has fully loaded, hover around the 3D Viewport. Notice that both the items and UI shown disappear and reappear. 
 
Expected behaviour
The items and UI inside of the 3D viewport should remain visible.
 
Actual behaviour
The items and UI disappear and reappear.

15.0v1 - CentOS 7
 
Unable to reproduce bug in:
16.0v3 - Windows 10, macOS 11.7 (Big Sur)
 
Earliest version tested
15.0v1 - Modo froze when loading and interacting with the scene file in versions prior to 15.0v1.
