Steps to reproduce
1) Open Modo and create a primitive shape.
 
2) In the Command Prompt, type "glmeter" and press Enter.

3) Enable the Rotate tool and move the mesh with the tool handles.

4) Change to the Move tool and move the mesh and observe the FPS drop.
 
Expected behavior
Modo's FPS should remain stable when using tool handles.
 
Actual behavior
Modo's FPS does not remain stable when using tool handles.
