Steps to reproduce
 
1) Open Nuke on a dual monitor setup.

2) Drag the Properties and Viewer panes to the second monitor, open the Workspace file menu, select Save Workspace and save your workspace.

3) Open the Nuke menu and select Preferences...
 
4) Under Behaviours>Startup change the startup workspace to your newly saved workspace.
 
5) Close Nuke and disable the second monitor, then open Nuke again.
 
Expected behaviour
For the Workspace file menu to be visible when having a workspace with the Properties pane on a second monitor and when selecting the Properties pane the Workspace menu is not greyed out.
 
Actual behaviour
The Workspace file menu is missing and if you select the Properties pane the Workspace menu appears but is greyed out and not usable.
 
Workaround
Open the File menu first and then select the Properties bin.
