Problem summary
Modo on Windows is unable to create a Consolidated Scene file when using special characters while Python 3 is selected.

Steps to reproduce
1) Download and unzip the zip file, then open the .Ixo file within the folder in Modo.
2) Under File, left click 'Consolidate Scene' and observe the results.
Expected behavior
After selecting Consolidate Scene, Modo on Windows should create a consolidated scene file.
Actual behavior
After selecting Consolidate Scene in Modo on Windows, an error message pops up and no consolidated scene is created.
Workaround
Navigate to System > Python Version, select Python 2, then restart Modo, or do not utilize special characters.
